ctrl-alt-1 thru ctrl-alt-9

I thought ctrl-alt-1 through ctrl-alt-9
were automatically assigned as shortcuts
to the first nine items on the quick start
part of the taskbar.

Not within Vista itself, though it's possible that some keyboard or mouse
drivers support these keystrokes

Try the WinKey - also known as the Start key or the Windows logo key - with
those number keys. ;<)

It is the Windows key - use it a lot -but it is annoying when I forget which
number is which.
