Maybe he is a paraplegic.

I have a mild, non-progressive form of Cerebral Palsy. I can do most
everyday tasks, but doing delicate/intricate work with my hands is not one
of them. I tend to drop things (mostly kitchen utinsils). I talk slow, not
slurred, just slow, and my balance is shot. I do have use of my legs, but I
use a custom wheelchair.

Those fans are distracting when I read, and I've experimented
with putting sound absorbing material behind the case to absorb
the sound before it bounces off the wall. I was surprised at how
effective a blanket or a pillow were.

I put a pillow behind my PC...it made a small difference.

Anyway, I ordered a new fan from Dell's sales dept.
