There's a couple of ways to do this.
One would be to launch regedit, and then navigate through the registry to:
HKEY_LOCAL_MACHINE -> SOFTWARE -> ATI Technologies (this is the one that needs to be modified; there should another listing called ATI Technologies Inc. which is the drivers I believe that you don't need to touch).
From ATI Technologies, open the Desktop listing.
Whenever I uninstall the ATI Control Panel, it seems that the two keys called Icon.reg and IconTA.reg disappear from the Desktop listing. These two keys are what control the ATI Programs *folder* when you right click the ATI Control panel system tray icon.
The first method would be to manually input these two registry keys by hand (this is a little tedious which requires you print out the attached Icon.reg and IconTA.reg files to know what to input). The other way would be easier:
I have exported these two keys to a backup folder so whenever I run into this problem, I only need to doubleclick first the Icon.reg file to append it to my registry, then do the same for the IconTA.reg key, and then reboot my machine. After reboot, the ATI Programs listing is restored to the ATI Control Panel system tray icon.
Not sure if this is against the rules of posting to this newsgroup or not (if it is, sorry!) but I've attached the two keys that I use to restore this problem on my machine to this post. Just make sure you have a backup of your registry before you begin modifying it (in case you need to revert back for some reason). You then simply doubleclick on the Icon.reg file, click OK, and then click OK again, and repeat with the IconTA.reg file, reboot your machine.

Sorry for the confusion. In the system tray (lower right-hand corner of the
screen), do you have a red/white ATI icon? If the ATI Control panel is
installed correctly, you should. Mine shows up next to the Volume icon and a
Norton AV icon.
If you right click this red/white ATI Control panel icon (system tray icon),
you should see options displayed in a popup menu.
I went ahead and installed the latest bundle and EXACTLY to my suspicion,
the install of everything works as you indicated but upon reboot, there is
NO longer a listing of ATI Programs in the popup menu if you right click on
the red/white ATI Control panel icon displayed in the system tray!!!
ATI is always half ass about things. I even tried re-installing the ATI
Control panel, no dice; ATI Programs is broken in this menu (this problem
has been around for a while).
I guess I shouldn't complain because the drivers are stable, and the
installation was a breeze; no uninstalling!!
The fix action to add the ATI Programs to the ATI Control icon is easy using
a registry editor. If you're interested, I can post the instructions...I
love this feature because this is where I usually launch the TV player or
the Library...

Under the Start Menu if I click on Programs and go to the ATI Multimedia
Center listing I have ATI Remote Wonder, CD Audio, Configuration, DVD, File
Player, Launch Pad, TV and Video CD. On Launch Pad I have Player, VCD, CD,

My Control Panel shows Catalyst 3.6 and all the new drivers as does dxdiag.
Again, I did not uninstall anything...just clicked on the Bundled download
and rebooted when all was finished. Every thing appears fine and working
well.

If you have the ATI Control Panel installed, could you check something for
me on your setup (since you just did what I want to try).
Right click on the ATI Control Panel, select ATI Programs and tell me what's
listed on your setup.
I have: DVD, LaunchPad, File Player, Library, TV, Remote, Video CD, and CD
Audio
I use to have problems with some of these apps getting messed up in this
particular listing (requiring a registry edit to fix) whenever I uninstalled
the ATI Control Panel. This system is rock solid, everything works like a
champ, and I don't want to feck anything up (but I do have a disk clone so
I'm real tempted to give this all-in-one driver bundle a shot)...
