Can't set up an email account

I have uninstalled and reinstalled it twice, but how do I clear out the
registry settings?
 
I would use this tool:

Heed the warnings about its misuse. Use it to only uninstall/clean-up the
Outlook registry files.

I have used it successfully with Office 2007.

| Since the OP is using Outlook 2007, that might not be a good idea. I
| thought the WIndows Installer Cleanup Utility was for Office 2003 and
| earlier. Perhaps this would be a better reference:
