cannot access https: pages

I have a WinXP SP 1 system, running IE 6 SP 1. All pages in IE work fine,
except any that use https://, such as hotmail login. All I get is "Page
cannot be displayed." I've checked for spyware/viruses, security settings,
firewall, encryption, etc. No help. I still cannot access these pages. Any
suggestions would be greatly appreciated.
