Can not turn on windows defender in Windows Security Center

I did have One Care and now have Security Essentials, but it is allowing pop
ups. I am unable to start Defender and have been through your steps below
and keep getting "repository inconsistent" after many trials.
 
MSE shuts down Windows Defender because MSE (Microsoft Security Essentials)
has WD incorporated inside it
