Can an ISP disable modem configuration?

will have noticed that our more helpful residents have answered your point.

around with any of the configuration settings, but it bugs me that I
can't get to the configuration settings.
I'm presuming that my ISP configured the modem to whatever configuration
it needed to connect to them, but could they also have configured it so
that trying to configure it through a browser and http://192.168.1.1
wouldn't work, to prevent anyone from changing the settings?

Thanks to everyone who tried to help.
I did discover that if I keep refreshing the browser while try to get to
192.168.1.1 I'll eventually get into the modem's configuration. It might
take
5 tries, it might take 20, but eventually I'll get through. Kind of weird.
