UAC is more than an annoying prompt.
Yes, it prohibits the power user from having complete control of his or her
computer.
I am not a regular user. Not only am I a MSFT certified system builder, but
I am a MSFT small business partner, and a tech beta tester for MSFT.

Yes, it prohibits the power user from having complete control of his or her
computer.
No regular user should be turning it off, to do so would open up the
machine to a lot more attack vectors.
