I'll bet ya. Fuses protect against overcurrent, not overvoltage.
The fuse blows when overvoltage fuses some part of the drive, caus-
ing overcurrent. If you're lucky it is an overvoltage protector that
trips the fuse, else it is the shorted electronics that does that.
