Boot Problem: Mobo/Power?

PSUs are perhaps the most overlooked critical component today.

And everybody should keep in mind the comments about NOT being
able to diagnose a power-supply problem from unloaded voltage
readings. Other than the -12v being a little low, all
other voltages were right on.
