Update issue caused by a corrupted bits statefiles and you need the bits
tool to rectify this issue.
You CANNOT download and install the Stand Alone version of bits in hope
that it will fix the issue since this bits corruption is within and you
need this repaired and NOT exchanged.
I have posted a link concerning this to Martin which includes the tool to
fix the bits.
Windows Update issues should be posted to the windowsupdate newsgroup as
Windows 98 issues should be posted to the w98 newsgroup. That is why the
crosspost.
And PLEASE. Stop using the CBS.log for troubleshooting all posted issues.
That log can and is misleading

It says that it can not repair bitsigd.dll
Did it say the manifest was corrupt or something else?
Did it say which version of the file it has a problem with?

Did you install SP2 on this machine? As it will install bitsigd.dll
6.0.6002.18005, which should replace the older 6.0.6001.1800 entry.
Since BITS doesn't work you should probably download the stand alone
version.
If the above problem with bitsigd.dll blocks install of SP2, you'll need
to remove the key
amd64_microsoft-windows-bits-igdsearcher_31bf3856ad364e35_6.0.6001.18000_none_0d8ad88d475dc08e
located under HKEY_LOCAL_MACHINE\COMPONENTS\DerivedData\Components\.
Remember to backup/export the key before you remove it, in case it
doesn't work.
