I looked up ati2evxx.exe, and it seems that it's the "ATI External Event
Utility" which "manages the ATI Hotkey feature." Why ATI needs both a
service and a task for hotkeys is a little puzzling, but apparently it can
be prevented from starting up with Msconfig.

Oops! Apparently both ATI Smart and ATI Hotkey
Poller services had gotten themselves turned on again. I had put them
on Manual, but now I have them set as Disabled. There's nothing in
that I can see in my Startup utility that's from ATI.

Ah, so ati2evxx.exe is ATI Hotkey then. (And ATI Smart is ati2sgag.exe.)
That makes more sense than ATI having two different components to handle
hotkeys.
