No, it's a function of the Media.

Let me rephrase. Is there a program that can write data and, at a time
interval, erase that data? Perhaps a "ride along" program that carries
Eraser with it, activates Eraser and Eraser deletes the data to DoD
standard.

They call them Self-Deleting Executables, however none are DoD, but it
probably wouldn't take much to add a routine to do DoD deletion.
 
If you need to do this on a regular basis with the same client, perhaps
you could send the file (maybe even encrypt it) via modem directly to
his modem. I used to do this in the olden days. I didn't have Internet
access in '93. :(

It would have to be read in a burner. Reading in a standard CD or DVD
drive would not work.

You guys are more knowledgeable than I am but what is the big deal about
sending a file (two files appended or symbiotic) with one with the text and
the other with the Eraser (type) with a built in timer to execute? Or a
built in "once opened" erase mode? Or even combining that feature in one
program like an automated en/decrypt?

It would seem to be a natural and there are email programs that do this.

address. By encoding the file and sending the key direct to the recipient
you could ensure privacy. (I've just sent someone a 12Mb file and it worked
very well).
