Bicubic Resampling is best for enlarging<zoom> and Bilinear
Resampling is best for reduction.

I have never used 20/20 <freeware> but it has Bicubic resampling for
zooming.

I use IrfanView <freeware> which has a number of resizing *filters*

BTW, You will lose some quality any way you go about it. Especially if
you save a jpg at a lower compression than the original.
You can get a free Jpeg compression calculator here.

I am looking for a software to zoom pictures without
loosing "image quality"?

I just take the picture with a much higher resolution than
I want to use, and then crop it to the part I want. Works
out about the same as more zooming than the lense can do.
