Zero Fill Fields with Custom Format

I have created a Custom Format to Zero Fill a Numeric Cell
but can not get the cells to display the Custom Format
with out Editing (F2) each field and pressing enter.

Example:

0002740017 (
0003007184 These 3 rows have been edited (F2) and enter.
0001508852 )
2821197 ( These 2 rows are formated 0000000000 but not
1323617 edited so remain non-zero filled)

All cells are Formated Custom 0000000000.

I have several thousand rows and multiple columns to apply
this type of Custom Formatting and could use any help.

I tried creating a macro but had no luck.
