I'm looking to lockdown our Win2K Terminal Severs, is there something
simliar to the NT 4 ZAK I can use?
We're not AD yet, so I don't think the group policy will help me. Is that
correct?

Actually the Local Policy (start > Run > gpedit.msc) will do great for
locking down your terminal server:
