I am getting this message:

You do not have the proper privilege level to change the
System Time.

I am logged into the ONLY account: Administrator

I don't have other users.

I created another user now, and gave that user
Admin 'rights', but they too get this message.

What could be wrong?

Run gpedit.msc

Local Computer Policy | Computer Configuration | Windows Settings | Security
Settings | Local Policies | User Rights Assignment

Look at "Change the System Time", which by default is applied to Power Users
and Administrators.

This is what was already there:

Assigned to | Local Policy Setting | Effective Policy
Setting

Power Users | X | X [disabled checkbox]
Administrators | X | X [disabled checkbox]

I added the following hoping it would work:
ADMINISTRATORS/Administrator | X | [was disabled]

It did not work. Do I have to restart for it to make any
changes work?

This is the same situation I am having. Started after
unsuccessful installation of SP4 and subsequent welchia
worm attack. Tried resetting through secedit but no
changes. Still hoping for solution short of reinstall.
