"you do not have permission to change your password"

Hello:

I have several users who are logging in and being prompted to change there
passwords. When they change there password they get a message: "You do not
have permission to change your password".

I checked everything in AD Users and Computers and have gone through the GP
to make sure they are not denied this right but I can't find anything that
would denie them. This is only happening to a few people.

Does anyone know what could be causing this?

Thank you for posting.

Please try John's suggestion. If the problem still remains, I suggest that
we check the following two permission settings on the DC.

1. "User cannot change password":
================================

Please open the Properties window of a problematic user account and browse
to the Account table. If the "User cannot change password" check box is
selected, please clear it.

2. "User Rights Assignment":
================================

2.1 Start the Active Directory Users and Computers tool, right-click
the Domain Controllers container, and then click Properties.

2.2 Click the Group Policies tab, click the Default Domain Controllers
policy, and then click Edit.

2.3 Expand the following items in the policy:

Computer Configuration\Windows Wettings\Security Settings\Local
Policies\User Rights Assignment

2.4 Double-click "Access this computer from the network", click Add,
click Browse, and then add Everyone and Authenticated Users.

2.5 Click OK in each dialog box or window to quit the policy editor.
Close the domain controller properties, and then quit Active Directory
Users and Computers.

2.6 At a command prompt, type "secedit /refreshpolicy machine_policy
/enforce" (without the quotation marks), and then press ENTER.
