you are not authorized blah blah

okay, I have been having this problem. if i try to download something or view
a certain web page, it says...you are not authorized to view this page or
whatever. I dont know what to do about this so please...help me out.

All we can infer from the information in your post is that either you
have the page blocked from your computer or the website is private and
is blocking access. You haven't given enough details for anyone to
specifically help you. Is this happening only on one particular site?
If so, please post the url so others can check it for you.

The "blah blah" and whatever are actually quite important. You'll get much
better help if you describe the "certain web page" - ideally with an address
if it isn't a private and personal thing, and also if you could include the
whole error message - it shouldn't be that long so there really is no need
to get bored and start typing "whatever" or "blah blah" halfway through,
that would be great.
