If you open Explorer, then select a CD/DVD unit (with a disk inside) to view
the contents,
then remove the disk, Explorer will close automatically.
If you select a different drive in Explorer before removing the disk, then
Explorer will stay open.

That's not true.
In XP, if you remove the CD/DVD while that drive is selected,
Explorer will just highlight a different driv that's nearby on the list.
Only in Vista does Explorer close down completely.

Why should we care?
I generally leave my disk in when I'm trying to look at the contents.

In that case your XP has done something that hasn't happened in the hundreds
of PC's that I've built.

In all of my XP PC's (yes I just checked my wife's system and my laptop)
anytime I eject a CD/DVD from the tray and am at the root directory of said
disc it shuts down that explorer window.
