XPSP2 Popup Blocker Information Bar not showing

The two checkboxes for showing the information bar and for playing a sound
are both checked. I can hear the sound but the Information Bar does not show
up...

We'll assume Pop Up Blocker is turned on in IE Tools>Pop-up blocker.

Is this a sudden, new problem or has this problem existed ever since you
installed SP2, Carl? Had you installed one or more beta versions of SP2?

WinXP Pro or Home? From where did you download SP2?

Does this persist in all IE Security zones? Does Information Bar ever show
up?

What, if any, third-party "security suites" (e.g., NIS) are running in the
background?

SP2 downloaded from MS

I had installed NO earlier versions of SP2

I did have a 3rd party pop-up blocker installed but that has been removed
(post installation of SP2)

Pop-up blocker IS turned on in IE

I tried changing the security zone from Custom to default and it still did
NOT appear.

I think the bar only appears when it is actually blocking a pop up.
