XPE and Apache

Does anyone know which component must be installed in windows XP embedded in
order to make Apache work.

Apache gives me a stange error such as:

[crit] (2)The system cannot find the file specified: Parent: Unable to
create null output pipe for child process.

[error] (2)No such file or directory: master_main: create child process
failed. Exiting.

I have search all over the internet for a solution, and i have encounter
some with the similar problem, but NO answer.
