xp "write only" permission FAT32

I have a computer that I'm trying to monitor for downloading
inappropriate material. I want to set certain folders to read and
write only, restricting the ability to delete downloaded files and to
clear history and temp files. Is there a way to do this in Windows XP
professional if you only have FAT32 installed? I have looked around,
and all I can see is three options "full control" "change control" and
"read". If anybody could help me figure out how to do this with just
FAT32, I'd really appreciate it.

I converted it to NTFS. I'd like to know how to setup permissions on
a folder so that any file
that is written in there cannot be deleted. I am monitoring some P2P
downloading (Limewire) on a computer, and I've tried seeting
permissions to only read and write. When I set these permissions, it
only seems to affect the current files. I tested it, and when I
download a new file, I am able to delete it. I thought it might have
something to do with the "creator owner" permissions, so I set those
to only read and write, but still this has no impact on downloaded
files. Is there a way to setup the files so that anything that
downloads automatically assumes the permissions of the parent folder?
I thought that was how I had set it up, but apparently I've missed
something. Any assistance would be greatly appreciated.
