XP won't start with new driver!

Help! I finally had my system doing well with XP Home
until yesterday. I installed a TV tuner card and all was
well until I tried to restart the pc today. Now it boots
up OK, but when it gets to the Windows XP screen it
restarts by itself, over & over. Just sits there
restarting for as long as it's on. I can't get in to
delete the driver. How can I do this without starting
over, formatting the drive?
 
Hi Davis,

Restart Windows in Safe mode and logon as admnistrator. Perform a system
restore to undo the driver installation.

If you cant boot in Safe Mode, use Safe Mode Command Prompt and run a System
Restore rollback:
