XP won't shutdown

My PC won't shutdown it just hangs. After I press shutdown a banner telling
my I need to close 'Property' flashes up for 3 seconds thengoes and the
shutdown / restart selection panel flashes up then goes away. the computer
then just doesn't shutdown. I have to hold down the power switch. What can
I do?
