XP won't restart - shutsdown instead

We recently began getting a problem on all workstations and our terminal
server.
XP SP3 and Windows Server 2003 SP2 stations no longer will restart. Whenever
a restart command is issued the systems shutdown instead. I don't run and
Roxio software, all firmware is up to date, all software is up to date. I
can't install BIOS updates due to the fact the system needs to restart in
order to install. Even the auto-update from Microsoft shutsdown my computers.

The reverse is by far the more common problem, i.e. the computer restarts
instead of switching off. Nevertheless the cause is probably similar.

Try booting from DOS/Ubuntu Live/Knoppix/WinPE to see if the problem exists
in other OS's. If the problem still exists with an entirely different OS,
it's probably a BIOS/CMOS configuration problem.

If it's an OS problem, then a likely cause is a process bugging-out when
it's told to shutdown. The system logs may give some clue as to the
specifics.
 
Thanks for the attempt but I already tried that. There is absolutely no entry
in any event log to explain the problem. It's not hardware related because I
reinstalled Windows on several systems and they work fine now. I tested that
by removing the HDD from a working system and installed it in one that won't
restart and it restart. There must be a setting or a registry entry doing
this. The biggest problem system is a Windows Server 2003 for terminal
services. I don't want to have to reinstall it. All systems seem to have
began doing this when we switched from a Novell server to a Microsoft server.
Could it be related to the Novell Client32 software?
There is no help on either Novell's or Microsoft's knowledgebase.
