my wife's machine won't boot up nothing comes onto the monitor and when I try to shut it off using the power button it won't shut off. any iseas what's happening??

I tried using the cd still nothing I still have to unplug it to get it to stop

thanks for the tip it shut down after about 4 secs still can't get it to boot up tho
