XP Windows Upgrade, Computer Does not Power Off on Shut Down

I recently upgraded a Windows 98 computer to XP Home. My
computer no longer shuts off on Turn Off. Monitor and
hard drive are still on. Fan is off. The PC sounds a
lot quieter but has not completely shut down. The screen
states it's safe to shut down.
 
right click on desktop, open Properties, Middle tab should be Screen Saver,
and on the bottom is power management button, open and go through all the
tabs and make sure it does what you want it to do.
