The "Program Running" value is arrived from this registry key:
HKEY_CURRENT_USER\SessionInformation\ProgramCount
[When you open an application window, the ProgramCount status is updated in
the registry instantly. If you want to avoid the message at Welcome Screen,
set the value to 0 and assign yourself "Read" permissions for that key, so
that Windows cannot update the key.]
Disabling Unread Mails count in the Welcome Screen:
Obtain and install the Windows XP version of TweakUI. Download it from
here:
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp
Open TweakUI (it's in Start -> Programs -> Powertoys for Windows XP).
To disable unread mail notification:
Click "Logon" > Unread mail > uncheck ""Show unread mail on
Welcome Screen"

We have three users set up to use XP. On the user fast
switch screen three users are displayed. My question is
how information about user status determined. For
example, my user says "1 program running", another user
says "6 unread mail messages" and "logged on". What turns
these messages on and off??
