XP Upgrade not working

Trying to upgrade from - Win ME (Japanese) to Win XP English. Upgrade refuses to load. What is needed to make it work?

What exactly is happening? ("upgrade refuses to work" doesn't help
unfortunately ;o)).

Windows XP Japanese.
You can not change the language with an upgrade.
If you want English, buy the full version of Windows XP and perform a
Clean Installation.

Greetings --

You cannot upgrade or convert from one language version of the an
OS to another, so you'll have to purchase and use the full version of
English WinXP to perform a clean installation.
