Xp Unable to boot past welcome screen

Alright well I'm completely lost on how to fix this..
Here is what happened, I just bought a 120 gig maxtor HDD
and used the "switch boot drive" feature on the CD that
came with it.. Because the older HDD is a 40 gig FAT32
and thought a 120 NTFS would be a better choice all
around.. During the file transfer the computer crashed it
seems since I was away doing something else and now when
I boot up I can only get to the windows welcome screen,
it wont even load the different profiles for logon.

It boots fine, I can load up CDs, and do all the
different options for loging on such as safemode, etc but
it always stalls at this screen

Is there a way to run system restore without even being
able to get logged on or does anyone know a way to help
me logon some other way? My theory is that the windows
files got damaged when the system crashed during a
transfer like that, if I could run system restore it
would be helpful if that even works now..

PS Safemode doesnt boot either, cant get into the command
prompt
