xp Toolbar won't lock settings

I know this was asked b/4 But I've seen no real answer???

I setup the Toolbars the way that I like it and then
choose "Lock the Toolbars" option (has a check mark on
it) and it works well even if I open more windows they
all came back looking the way that I like. But when I
turn the Computer off and then on again the setup is lost
and the original toolbars are back again and I have to
redo it allover again and again every time I turn the pc
on. What can I do?? Is there a place where I can save the
settings so that I don't miss it when turn the pc off??

This also happens with the IE6 browser when I set it to full screen and
restart the computer, it goes back to small and I must maxiimize every time.
This is on an HP a465c.

Everything works like its suppose to on my custom built unit with same OS
and updates???
