XP Taskbar misbehaviour on SP1

Pls help - my taskbar has gone rogue. Minimised programs do not display on
the taskbar any more: In order for the taskbar to be visible at all, I have
to have the quicklaunch toolbar visible, or the taskbar disappears down to a
thin strip at the bottom of the screen. The taskbar cannot be dragged to
another side of the screen, and the toolbars cannot be resized.

Is the taskbar locked (right-click and check Lock the Taskbar setting)?

The Task Bar is not locked - wish it was as I could use a quick fix - any

Although you mentioned dragging the taskbar around (or trying to), have
you tried dragging its edge to resize it? Maybe it got reduced in size
so you have to drag its edge to enlarge it, just like you do with a
window. Also check that auto-hide is not enabled.
