Here's what Microsoft says:

2. On the Start Menu tab, click Classic Start menu, and then click
Customize. This changes the style of the Start menu.

3. Click Advanced.

4. In the Start Menu folder, find the shortcut to the program you want to
start each time you start Windows, and drag it to the Startup folder located
in the Programs folder.

Documents and Settings > User name > Start Menu > Programs > Startup

That may not be such a good idea. Put a Shortcut in your Quick Launch
bar. Find outlook.exe in Windows Explorer, right click, select Create
Shortcut, accept on Desktop. Finally drag the Icon from the Desktop to
your Quick Launch bar.

You can set any program or programs to start automaqtically when you boot by
putting a shortcut to them in the folder
C:\Documents and Settings\Your User Name\Start Menu\Programs\Startup
