bought this p4 with xp home a year ago and turned it on
and was blown away by how quick it started up after only
10 seconds or so, now I can turn on the computer and go
make a coffee and come back to see the welcome screen.
Have run norton utilities and virus scans updated windows
components but nothing has changed, it is running like a
486.
any suggestions would be appreciated

Have you checked device manager to see if any hardware is
complaining? If it hangs on the intel screen for ages
then hardware could be an issue. I might be insulting
your intelligence here, but if a USB device has a problem
(maybe a memory stick that was disconnected prematurely)
then you can solve the problem by turning the pc off via
the switch on the back, leaving it for a few seconds, and
then turning it back on.

Start by downloading Adaware and / or update Reference file from http://www.lavasoftusa.com/support/download/
and use it to remove parasites.

How good is your housekeeping?

1. In Outlook Express empty your Deleted Items folder.

2. In Outlook Express run File, Folder, Compact All whilst OFFLINE.

3. Run Disk Cleanup. Start, Programs, Accessories, System Tools, Disk Cleanup.

4. Empty Recycle Bin.

5. Run Disk Defragmenter.

Are there any related system errors reported in Event Viewer? Does Event Viewer offer any clues as to the cause?

Make a note of the precise text of any error message. You can access Event Viewer by selecting Start, Administrative Tools, Event Viewer. When researching the meaning of the error, information regarding Event ID: and Source Description are important.

Post details of the Error Report and we can see if we are able to help.
