XP SP3 wowexec lockup while trying to install 16 bit game

Trying to install Nascar 3 on XP SP3. Put cd in, install screen comes
up, press install, machine locks up with no error message.

Enter task manager and "wowexec" and "setup" are locked up. No error
explanation, etc.

Machine is new XPS Dell. Never seen this before, any ideas???
 
Contact the manufacturer of "Nascar 3" and request some
troubleshooting advice.
