Confused & about Frustrated

I am running XP Home w/ SP2. I am unable to download
anything via the internet.
Error message: "Your current setting does not allow for
this file to be downloaded".

The website in this example is Microsoft, but I get the
same problem from any website when trying to download. I
can browse ok just no download.

I have changed all the setting within the browser
tools/options, no help. I shut down my firewall no
help. This problem just recently came about not to long
ago. I do not know what triggered it but this is a stand
alone computer. I am connected to a lan, simple file
sharing has been disabled.

I also have been having problems accessing some features
within some programs. Example is MS InfoPath, when I
choose to fill out a form or choose a sample form I get
an error message "The form or its associated form are
from a restricted security zone or may be unsafe".

I am sure the problem is in the security settings but not
sure exactly where to go to fix these problems. As I'm
finding out there are many different security settings
that can be accessed from different places.

Tow things of note that might or might not be related.
When I started having these problems I found I was unable
to access the MMC. It said it wasn't registered. I re-
registered it. MMC works normally now. I also had a
failure in .Net Framework. I was getting an error
message saying it wasn't installed. It was listed in the
control panel/add-remove programs but couldn't do
anything with it. I downloaded .Net framework 1.1 to my
desktop and placed the file in my laptop's shared
folder. Then I installed .Net Framework 1.1 which works
ok but hasn't help me solve my security problems.

Any help is appreciated.

within a "security zone" -> custom level tab -> scroll down to "DOWNLOADS &
FILE DWNLD" --> what do you see ??

I reviewed the article referenced. I changed all of my
security setting in the "download" section to "enable".
Still no change.

I added *.microsoft.com and http://office.micorsoft.com
into "trusted websites" still no change. I checked all
the "Active X" controls they are all marked as "enable"
or "prompt". Again still no change.

When at http://office.microsoft.com I had it check my
computer for "updates" I get an error saying "active X
failed to initialize" I followed the instructions, still
no help.

BTW I am signed on as "Administrator". I also tried
using another user account that has "administrator"
rights. No change. I can't download and I can't use
certain features in programs that seem to use XML.

Article KB 815141 mainly applies to Windows 2003. I have
XP Home w/ SP2 using IE ver 6.0.2900.2180. Some of the
feature mentioned in the article are un-available in XP
such as "IE Enhanced security configuration".

I am looking at regedt32,

lead to a fix.

I can not access the "group policy editor".

When I choose start/run/gpedit.msc I get an "Red X dialog
box" "Windows can not find 'gpedit.msc'. Make sure you
typed the name correctly, and then try again. To search
for a file click the start button, and then search." A
search on my hard drive does not find gpedit.msc. Advance
search options selected, search system folders, search
hidden files and folders & search subfolders are all
selected.

How do you re-install the group policy editor in xp home
sp2?
 
For your information, the group policy editor it's not available in the
Windows XP Home Edition.

KB815141 Article refers to Server 2003 versions, not to Windows XP.

You may have changed settings in the Internet Options that disabled
downloads, check in Internet Options\Security.... Downloads\download
files... it should be checked for downloads or click on the Restore
botton to restore to default settings.
