XP Sound Woes

I have tried everything short of formatting HD and reinstalling XP
Pro:

Problem:

No sound. All of the tabs in my Control Panel under "Sound and Audio
Devices" are disabled. I can't select anything here. My on-board
sound card doesn't work, so I bought a PnP PCI soundcard and XP
detected new hardware and installed the drivers and NOTHING. Still No
sound. I've disabled and enabled everything I could to make this
thing work. It all started when I did a Repair install of XP Pro.

Any suggestions?

Check to see if this service is set to
automatic "windows audio" go to Admin tools>services

I've just checked mine and it's set to auto. and reports it as started.
However I still have no Windows sound.
All other driver removes and reinstalls and registry tweaks have been tried

Does windows sound depend on integrated hardware?
I brought an external card and have disabled sound in the BIOS. Could the
problem be with my external card? Although I can play mp3's ok with it
