Is there a way to configure XP prof. so that there is
ONLY one user (the Administrator) rather than having
the "all users" folder and then the individual folders?

No. This is NT architecture and cannot be changed. You can move some
of the settings to ALL USERS like the Start Menu entries to have them
available at a single place.
