XP Service Pack 2 - cannot download with IE. At wit's end.

Greetings m.p.w.b

I have an irritating problem here with this clean, fresh installation of
XP sp1a, upgraded to sp2. I have performed several clean installations
and no joy. XP sp1a behaves well.
I cannot download anything, via http or ftp, with Internet Explorer.
Browsing is fine. News and mail are fine. Bittorrent is fine.

What happens is that I can select the file, browse to the desired folder
for saving, the download appears to start but nothing happens, it just
sits there doing nothing. All other processes work fine during this, it
is not a freeze.
I have disabled Windows firewall (I use Atguard), and stopped the ICS
service, to no avail. I cannot see anything in the IE security settings
that is causing this and have not found any documentation that helps.

Could anybody help me out of this please? I'd be ever so grateful.

Whilst you're waiting to solve your problem with IE, try downloading Firefox and then
install the IE tab to download the above file.

Thank you for those helpful links. This is a problem where I was not
entirely sure where the most appropriate and fruitful place would be to
post, so the above will be very useful.
