I am told that user accounts can be set to prevent making changes to the
local drive. I searched in vain. Is this really possible?

What were you searching for?
Because if they are "Users", and the File and Folder permissions are set
properly (using NTFS) then you have much control over what a user can/cannot
do.
 
This is for a small computer lab in my school, 15 workstations. If students
make any changes I don't want them saved. Is it possible to set up an account
so it works like Deep Freeze? That is I want to have any changes to the local
drive deleted upon logoff/reboot. Thanks!

You should use Deep Freeze. You should also be setting up those
computers to be really restricted as to what the student accounts can
do. With XP Pro on a domain, you have lots of control from a central
place - the domain server. If you don't have a domain, then use Group
Policy Editor to restrict your user accounts. Then set one computer up
perfectly and if they are all the same hardware image that computer and
apply the image to the other 14 workstations.
