Is there any way to adjust the quality of the resize jpg

No.

What is the JPG quality setting that Windows uses when
you resize a photo?
=================================
Sorry, that info is not available.
If you wish to maintain control over the
quality of your images......save them in
a lossless format like .png or .tif and do
your editing/resizing in an image editing
program.
Bottom line...it's a good idea to always
retain your unedited original files and
do your editing/resizing on copies.
Archiving your original/unedited images
on optical media (CDs, DVDs, etc) is a
good idea also.
