The hard drive in my primary computer failed last week. I have a new hard
drive here and ready to install. Once I have it in and am ready to install
Windows again, can I use the same COA, or am I going to have to buy a new
license to install again.

My computer is a Toshiba Satellite that came with XP Home installed.

You can use the same product key/license/product.

As long as the XP Home "install" / recovery system was not on a
"hidden" part of the old hard drive, yes. If you also lost the XP
Home "install" / recovery system, contact Toshiba.
