IF you go to your device manager in your system
properties box you will find all drivers for your
computer.
Click in the box with a small cross in it nea rthe icon
indicating your CDROM (D DRIVE) and check the drivers
fromt he drop down menu.
Do any of the drivers have question marks or exclamation
marks near them?...If yes...right click on thr drivers
and uninstall them and reboot the machine.

It may actually be a fault with the HW itself, seeing as
though you are saying that it is off and on...therer
could be a loose wire.
Try deleting the drivers first. Infact, even if there are
no conflicts indicated on the drivers for CDROM, delete
them and reboot anyway...it cant hurt.
