XP Pro Won't Open A Secure Site In Any Browser

I am intermittently unable to access
https://www4.memberdirect.net and IE comes up with a
cannot find server error. When I cmd --> net stop
dnscache it sometimes helps, but sometimes it still does
not come up. In my guest profile, the site seems to work
fine most of the time, but in my admin profile and a user
profile it doesn't work. I know the site is good,
because I can even access it fine through Internet
Connection Sharing onto my W2k laptop! What is the deal
here? I tried to ping the site and it is not found.
Then again, after I stopped and restarted dnscache, the
site still comes up fine. Any ideas?
