XP Pro will not Shut Down.

I am having a problems shutting down Windows XP Pro.
Whenever I try to shut the computer down, it
automatically reboots. I have to time turning the power
off button, with the time that the XP Pro shuts down
otherwise the next time I startup my computer it has to
go through the check disk program or I have to save and
exit through the BIOS startup. What is the cause of this
and how do I go about fixing it.
