This can arise if the logs of the restore system, or some intermediate
restore points files are damaged, and I suspect may happen if the space
allotted to it is too big, Beyond those points there is a

After reading those, I would start it over: In System - System Restore,
check Disable, and OK and reboot. Then have Folder Options - View set
to show Hidden files, and *not* Hide Protected mode ones and go to the
System Volume INformation folder (on each drive) and delete *all* the
contents.
Start SR up again, highlight the drives and set the space allowed to a
modest level - 200MB is minimal; I would keep it under 1GB, say 500MB.
12% of the drive (the default) is really too much on a large partition
