Run more memory-hungry applications. It depends on what apps you run, but
1GB is considerably more than most people running Windows XP can make
effective use of.

That's good; count your blessings. It simply means that whenever you look
at it, 700 is the case. It'll climb during appications running and gets
more use as more apps run at hte same time.
It also means you won't be making heavy use of a pagefile, which in turn
means things will be running faster in general for you.
That's a good figure! You'll probably have a use for it eventually.
