xp pro capricious start up

Shipped my computer to Europe, plugged in the components. Worked
beautifully.
Shipped it back to Canada, plugged in the same components, got the
black screen "select op system to start... MS Windows Xp Prof..
countdown to zero" then screen went dead.

Checked for loose connections. No success. Took the box to a local
tech. He used his monitor, mouse and keyboard. Started, no problem. He
checked for loose connections, ran disk checking software, no
problems. Did a dozen or so starts, no problem. Felt a little red in
the face.

Plugged in my mouse, monitor and keyboard, Countdown to zero, screen
went dead. Tried a dozen times. Replaced monitor with a friend's
monitor. Still no start. Same as my monitor. Keyboard is working
because when Partition Magic 7.01 disk 1 asks for disk 2 and press
enter, proceeds to load disk 2. However, screen just goes green and
the hourglass spins, but doesn't display the two hard drives.

DOS 6.2 diskette gives message "Starting MS-DOS" but then hangs.
Windows ME Startup diskette: hangs, no message.

Drive Image 2002 diskette gives message "Starting DR-DOS" then hangs.

Any ideas on what's happening?
 
Sounds like a problem with the AC power outlet you're using. Have the
voltage checked.

Is the voltage set correct on the Monitor, European voltage is something
like 230AC, Canadian is something like 110AC.

Is thiere a switch on the back of the Monitor to change the voltage 230/110,
if thiere is and you have changed it then try jiggling it about to make sure
it engages properly (dirty switch).

Thanks for the input, fellows. Yes, I did reset back from 250 to 115,
but it did turn out to be a defect in the line voltage.
