XP only uses 169.... ipaddress no matter what

I have an XP pro machine that will only get the standard microsoft ip
address no matter what I do. I have installed three network addapters and
aUSB ethernet adapter and all will not use dhcp. Even if you give them a
static address they will not talk on the network.
 
I've seen this problem a few times, especially when AOL
had been installed at some time or another. Run MSCONFIG,
and check the "Disable Startup Items" box and reboot.
That seemed to get it for me each time, then it's pick
and choose until you find the holdup.
